KRITIS - Protecting critical infrastructure through resilience governance

The July 2021 flooding clearly demonstrated the catastrophic impact of critical infrastructure ceasing to function. The KRITIS-Dialog project aims to launch a pilot project to develop innovative strategies to protect critical infrastructures at both the organization level and the operational level.

The project is divided into four components, which aim to establish a long-term dialog. For this reason, the project begins with a regional risk analysis (Module 1), which is intended to reveal new findings on cascade effects if critical infrastructures are affected. A hazard analysis based on flood and heavy rainfall extent maps with intersection of exposure will provide first results. Since follow-on effects for critical sectors can occur regardless of the initiating event, cascade sequences and interdependencies will be identified to reflect their systemic criticality.

The development of regional spatial concepts and strategies to avoid, reduce, and adapt to risks, as well as planning approaches (Module 2), will support a specified understanding of resilience. As a result, protective strategies will be developed with the aspect of criticality in focus. Actions to establish a risk dialogue (Module 3) will allow an innovative exchange between operators and customers of critical infrastructures. Finally, in the context of resilience governance (Module 4), new alliances of interests from administration, public services and suppliers are to be created. The ongoing exchange is an essential aspect in order to be able to react better to new crises.
